Early market engagement

There will be significant opportunities for private sector involvement in the North East Link project, with opportunities for a range of contractors, designers, suppliers and financiers.

While procurement is not planned to commence until mid-2018, North East Link Authority is seeking to commence engagement with the market on a range of issues to:

  • promote global participation in the project
  • refine the project procurement and delivery approach
  • identify any constraints to efficient and timely procurement of the project
  • test a number of commercial and financial matters; and
  • develop an understanding of organisations that are interested in North East Link and have the requisite experience, capability and capacity to potentially deliver the project.

Who we are looking for

It is likely that our early market engagement will be limited to parties that have relevant experience of very large scale infrastructure projects and those experienced in public private partnership delivery methods.

How to register your interest

If your organisation meets these criteria and is interested in being involved in the market sounding process, please complete the market sounding participation form and email it to our procurement mailbox by 16 February 2018: NELA.business@northeastlink.vic.gov.au.

If you are having trouble downloading the form, please email NELA.business@northeastlink.vic.gov.au and request to have one sent to you.

Organisations responding may be invited to participate in early market engagement interactions early in 2018.

This process is not a pre-qualification stage and does not form part of the formal procurement process.

A decision not to be involved will not preclude an organisation from participating in any formal procurement process.

ICN Gateway Company Registration

Early market engagement will be limited to parties that have relevant experience of very large scale infrastructure projects and those experienced in public private partnership delivery methods.

Local suppliers and contractors that would not be part of a consortia directly tendering for the North East Link can register their details on the ICN Gateway here and these details can then be passed on to potential tendering organisations after the procurement process for North East Link has commenced in mid-2018.
